If I were the individual, I would just submit the bill to his insurer. I think that's what the council was implying he should do with it anyway. They suggested smaller fees could be paid by the person directly, and larger ones could be submitted to insurance carriers and dealt with on that level. (The insurer can determine who was at fault for the accident, and route the bill for payment accordingly.)IMHO, the council may want to reconsider the criteria for when the road damage bills go directly to the person as opposed to the insurance carrier. They may want to send it directly to the insurer in situations where the bill is above a certain amount. Also, if the person in question is still alive, but seriously injured and in the process of recovery - that's another instance when the bill really should go to the insurer.
