Flight attendants may insist on devices being "off" but all they are really looking for is for you to put them away as there is obviously no way for them to verify that every device in every pocket, purse and briefcase is actually "off".

Why should that matter though? The road needs to be repaired, and everyone else pays when they damage it. Should they put together a council of people to determine if enough injury is sustained to wave the charges to fix the road?
