GM bought most to all of the public transit in this country and I believe they bought all of the public transit in so cal. I know the SF/Bay Area and NYC did not get bought out but basically the rest of the country was owned by GM at one point. They intentionally destroyed the system to promote vehicles in this country and roads to make cars the generalized monopoly.
I think it gets a little bit more hairy as you go further though. Would you consider caching of content to being prioritizing of content. Lets say Comcast and Netflix broker a deal that they put in regional caching servers for Netflix content. Now instead of going over whatever connections they need to move that information back/forth they simply hit the local caching spot on their network. Comcast is able to stream higher quality videos now from Netflix than they would normally allow because the network is faster technically on their own network. Would that be considered an abuse?They will find ways around whatever law is in place. The major issue if state/local governments selling out the infrastructure to a single company via tax dollars and no one else is allowed on the network. If a company wants to come in and spend their own capitol with $0 government assistance they should be able to use that network for their services, but if it is like most places where the government pretty much created the monopoly we are just putting a bandaid on the problem.
