“Exactly, so why not kill off the excess? It's not societies responsibility to care for a pet that the owner doesn't want. Fine the owner, jail them if they are abusing the dog. But until you have a laws that regulate the ownership of dogs, this is just going to happen.Most of the comments on this article are sympathy posts. Most of these people won't do anything to attack the problem, just join in on a collective "awwww".
